How responsible teenagers in Europe are compared to Zambian teens. They are trusted to attend such balls and you never hear this rubbish of banning this and that. Its all the fault of a faulty cultural system full of hypocrites and pretenders. How do you expect children to behave themselves when adults do not practise what they preach? Including those leaders who are busy exploiting young university girls. Talk talk talk! Its all you know how to do!

A better solution would be to chaperon the kids. Ask parents to volunteer to watch these kids, especially the ninth graders. Ninth and twelfth grade exams are a rite of passage and the kids should be allowed to celebrate this milestone in a safe and fun environment.
